Do they merit second chances?
Historically, one of HR's duties has been to weed out employment candidates with criminal histories. Change is required now. We assist those who genuinely desire a fresh start in ensuring that it is a good one. Second chances benefit those who have been incarcerated by giving them the opportunity to experience the dignity of employment; the community benefits by lowering crime and recidivism; and employers benefit by obtaining access to talented individuals. Accepting this chance should be obvious because everyone benefits from it. Have you ever committed a mistake at work and worried that your line manager might fire you?
